The Municipality of Norrköping is the first local authority in Sweden to develop a web based teaching/staffing pool. Management within the authorities child and youth team are now able to find and book short-term teachers for schools, recreation centres and child-care services. The Staff Pool will be launched at the end of November and is an important step in creating a support tool that saves both time and resources for School Management. Through this system teachers will be more efficient in their work minimizing lessons without teachers and the amount of hours with too few staff.

The Substitute Pool is an extranet function that can be reached via the homepage of the Municipality of Norrköping. It is built-up around a central calendar module where staff state when they can work. When short-term temporary posts come up Pre-school Management and Principals participating in the Substitute Pool search by time, type of activity and subject and immediately receive suggestions of potential substitutes.

The Staff employed by the Substitute Pool then meet with the candidate for an interview, check their references and perform a Police check against a Register of Charges. The staff who then join the Substitute Pool receive a wage review and are called to an information meeting where they have to sign a non-disclosure agreement.

"With the Substitute Pool we make people employable and help Management and substitutes to find each other. This is time saving as well as profitable for the activity. This way we also get hold of people who can only work certain time", says Anne Hammarbäck, Personnel Secretary, Human Resources, Municipality of Norrköping.

The Substitute Pool is developed in cooperation with Roxen Internet Software, a company that develops and markets easy-to-use, powerful and web based content management systems. Roxen became a natural partner to the Municipality since the company has delivered the platform and content management system to their external web site and also is working on developing their Intranet. The Substitute Pool is developed in a way that it also can be used for other activity for example old-age care and disability care.
